beyond consequences parenting

Appropriate actions to take for coaches who had two 15 year old boys run laps with hands tied behind backs.?
High school coaches have two boys who are rejoining the basketball team (at the coaches request) run laps, with their hands taped behind their backs with athletic tape, for quitting the team. Team members suggested the punishment, but adult coaches carried it out. What appropriate actions should be taken? Have a picture of the boys with their hands tied behind their backs as physical proof. School just implimented a bullying policy, but this goes beyond bullying. Even if some members of the team requested this punishment, they are adolescents, and do not realize the consequences of those actions. The adults need to be held accountable. What steps should be taken to ensure this does not happen again?? Please help with advise, from parents, athletes, coaches ……
We must always expect the people in charge to behave better than those they are in charge of………… fire them.
